The Director, Flight Operations, Rotor Wing is the person responsible for all matters pertaining to Ornge regulatory compliance for rotor wing (RW) operations programs, including scheduling, dispatch, crew members, and training. Serves as the RW operations advisor to senior leadership, manages subordinate pilots at various bases, and functions as the Operations Manager for Canadian Aviation Regulation (CAR) operations.

  

Responsibilities:

  • Ensures Transport Canada compliance with all applicable regulations, policies, procedures, and guidelines.
  • Responsible for relationships with front line pilots and the union that represents, negotiations, and disciplines.
  • Collaborates and leads conversations related to rotor wing flight operations with senior leadership to ensure cohesion of shared business goals and departmental strategies.
  • Prepares and delivers presentations to the Board of Directors, Committees and EMT.
  • Oversees the development and compliance of policies and procedures to reflect current legal standards and best practices.
  • Continuously evaluates the effectiveness of programs to ensure they are aligned with business strategies and monitor market trends to make recommendations for changes.
  • Develops and monitors budget function.
  • Evaluates the financial impact of decisions and develops strategies to address financial resource issues, delivers cost reduction and efficiency programs.
  • Partners in a collaborative and supportive fashion with the Director of Technical Operations and Director Paramedic Operations to ensure that all aircraft have appropriate operational equipment, and that operating limitations and flight procedures are appropriate for the approved areas, routes, and airports.
  • Drives process improvements by identifying automation and technology solutions.
  • Focuses on data integrity and quality to provide greater insights and timely analysis, leading to better data-driven decision making.
  • Reduces bottlenecks and improves/facilitates workflows, processes, and practices.
  • Regularly reviews existing programs, processes, and practices to ensure continuous improvement, innovation, and alignment to fulfil the broader Ornge strategy.
  • Defines, measures, and communicates success metrics to business stakeholders.
  • Creates compelling communications and other content to drive change management efforts.
  • Responsible for guidance and interface with Base management and OCC for day-to-day delivery of Flight Operations.
  • Drives the growth of top talent by ensuring they are identified and have robust development plans to support their professional and career objectives.
  • Uses change management to lead and support the planning and implementation of transformation initiatives and business process reengineering.

Qualifications:

  • Bachelor’s degree in Science, Business, Aviation, or a relevant discipline.
  • A minimum of 10+ years experience in a Manager or Director role in a large (1000+ employee) organization.
  • Director of Flight Operations experience in a rotor wing environment is an asset.
  • Experience in a unionized environment and working with rotor wing vendors.
  • Experience in the command of turbine rotary wing aircraft.
  • Experience in Safety Management System (SMS) development and management conduct of audit and quality functions.
  • Experience with 703 and 704 operations and a wide variety of software solutions.
  • Significant experience liaising with Transport Canada and other aviation industry agents.
  • Airline Transport Pilot License (ATPL) and Chief Pilot designation.
  • Holds or has held the appropriate licence and ratings which a pilot-in-command is required to hold for one of the aircrafts operated; or has acquired not less than 2 years related supervisory experience with an air operator of a commercial air service whose flight operations are similar in size and scope.
  • Has attended a Company Aviation Safety Officer (CASO) course or attends such a course within 12 months of assuming the position.
  • Transport Canada Approved Check Pilot authority.
