Main Purpose of Job
A Maryland State Police (MSP) Director of Maintenance is the managerial level of operational work within the Aviation Command of the Maryland State Police. The employee in this classification is responsible for managing, directing and overseeing administration of the Maintenance Operations Program for the Maryland State Police fleet of helicopters and fixed wing aircraft. The employee in this classification ensures proper aircraft maintenance, production control, and airworthy conditions at all times in accordance with the applicable Federal Aviation Administration (FAA) Regulations, manufacturer’s specifications and the Maryland State Police Repair Station manual. The employee in this classification supervises the MSP Maintenance Control Supervisor classifications within the Aircraft Maintenance Division and has oversight of a $6 million operating budget for the Maintenance Operations. The employee in this classification receives managerial or executive supervision from a higher-level manager or an executive. Employee is subject to 24-hour on-call duty during emergencies and staff shortages. Work is performed in a hangar or an office.
POSITION DUTIES
Responsible for the overall operation of Aviation Command’s Maintenance Operations;
Maintains the Aviation Command's compliance with current FAA Regulations, Inspection/Compliance Standards, Departmental policies and procedures;
Ensures all aircraft are maintained in airworthy condition;
Responsible for planning, scheduling and forecasting maintenance activities and managing a comprehensive maintenance budget;
Ensures adequate inspection aids, special tools and equipment are available, inspected and maintained in a serviceable condition;
Ensures all maintenance personnel performing maintenance and inspections have adequate training and are appropriately qualified to perform the work which they have been assigned;
Oversees maintenance management personnel training requirements and provide input on planning of all scheduled training;
Manages company tool control and tool calibration program to ensure all tools and test equipment are inspected and maintained in a serviceable and, when applicable, in calibrated conditions;
Ensures accurate and timely execution of all required inspection records, reports and forms;
Conducts internal and external facility audits as necessary;
Ensures all required inspections, TBO and life limited components/parts are tracked on all aircrafts;
Ensures aircraft records, maintenance data, and flight data are maintained in accordance with FAA regulations and company policies;
Ensures aircraft and engine maintenance logs and maintenance records are screened and monitored to ensure compliance with current regulations, manufacturer maintenance programs, airworthiness directives, and company policies;
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree in Aviation Management or similar field from an accredited college or university.
Experience: Four years of Aviation Management experience in multi aircraft operation.
Notes:
1. Candidates may substitute four additional years of Aviation Management experience for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classifications or Aviation, Maintenance Management, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
PREFERRED QUALIFICATIONS:
1. Thorough understanding of the applicable Federal Aviation Regulations used to determine air worthiness, repair, or alterations of an aircraft.
2. Management of an FAA certified repair station or military equivalent.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification must possess a valid and current FAA Airframe and Powerplant Mechanic Certificate.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle, therefore will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Applicants for positions with the Department of Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the applicant.
2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
3. Employees in this classification are subject to call-in on a 24 hour basis, and therefore, will be required to provide the employer with a phone number where they can be reached. Working weekends and holidays is required. Employee also subject to emergency call out. This is an Emergency Essential Employee.
4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
SELECTION PROCESS

EXAMINATION PROCESS
The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
